Library Card Application

Library cards may be applied for the the Library, you will need a valid ID and proof of address.  Cards may be issued for families or individuals.  People who live outside our legal service area must pay a fee in lieu of taxes.

Internet Use Policy

GOODING PUBLIC LIBRARYACCEPTABLE USE POLICY Access to the Internet is available to all users of the Gooding Public library on PCs located in the front of the library.  This service is made available in recognition of the library’s role as a community educational and informational center.  The Internet allows Library users to access information beyond the confines of the collection located in the Library.  The Library assumes no responsibility for any damages, direct or indirect, arising from its connections to the Internet.  The Library makes no guarantee, either expressed or implied, with respect to the quality or content of the information available on the Internet.  Not all the information available via the Internet is accurate, current or complete.  Users are encouraged to be good information consumers by evaluating the validity of information accessed via the Internet. Access to the Internet is compatible with the Library’s endorsement of the ALA Library Bill of Rights; Freedom to Read Statement; Access to Electronic Information, Services, and Networks Statement; the Freedom to View Statement and the New Jersey Library Association’s Public Access to the Internet - along with the policies of the Gooding Public Library which are available at the Information Desk. CHILD SAFETY ON THE INTERNET
Filtering software is no longer used in the Gooding Public Library, however the Children’s Services Department computer is not connected to the internet.  Full Internet access will be offered on PCs in other locations.  The library affirms the right and responsibility of parents or guardians to guide, determine, and monitor their children’s use of the Internet.  Children who use the Internet unsupervised may be exposed to inappropriate or disturbing information and images.  Parents and children are encouraged to read Child Safety on the Information Highway  published by the National Center for Missing and Exploited Children and available in the  Library. The NetSmartz Workshop® is a fun, interactive, educational safety resource that teaches children and teens how to stay safer on the Internet. NetSmartz combines the newest technologies available and the most current information to create high-impact educational activities that are well received by even the most tech-savvy kids. Parents, guardians, educators, and law enforcement also have access to additional resources for learning and teaching about the dangers children may face online. NetSmartz was created by the National Center for Missing & Exploited Children® (NCMEC) and Boys & Girls Clubs of America (BGCA).
Parents/guardians who do not wish children to use personal computers or similar devices at the Library may notify the Library of this decision by filling out a form that will be made available at the Circulation Desk.  Children whose parent/guardian will not permit their use of Internet facilities will not be allowed to do so.  Library personnel will not be permitted to waive this parental/guardian requirement unless the person who made the request comes to the library and rescinds in writing their prior request. The Library will use its best efforts to ensure that requirements of parents/guardians to prohibit Internet usage are enforced; however, the Library assumes no responsibility for any damages resulting from unauthorized usage. USER RESPONSIBILITIES
 Before accessing the Internet, users must sign in with the library staff.All users of the Internet are expected to use these resources in a responsible manner, consistent with the educational and informational purposes for which they are provided and to follow these rules and regulations. Responsible, ethical use of such resources includes the following: Using resources for educational, informational and recreational purposes only; not for unauthorized, illegal or improper purposes. Respecting the privacy of others by not misrepresenting oneself as another user; by not attempting to modify or gain access to files, passwords, or data belonging to others; by not introducing viruses; by not seeking unauthorized access to any computer system, or damaging or altering software components of any network or database. Further respecting the privacy of others using public access workstations at the Gooding Public Library by not interfering with their use. Making only authorized copies of copyrighted or licensed software or other information. Not sending, receiving or displaying, text or graphics which may reasonably be construed as obscene under current community standards of Gooding Idaho. Library staff is available to assist a patron with a few basics in his/her use of these resources for limited times;  however, each user is responsible for his or her own search.  Time permitting, staff will try to answer specific questions about the Internet and offer suggestions for effective searching.  Staff can also provide information about Internet training opportunities and Internet books and manuals. Use of the Library’s public PCs is free; however, there is a nominal charge for printing and other materials supplied by the Gooding Public Library. The Library is not responsible for damage to a patron’s disk or computer or for any loss of data, damage or liability that may occur from use of the Library’s computers. The Library reserves the right to set time limits on the use of any of this equipment. No more than two people will be allowed to use a PC at a time.  Library staff members may use their discretion in allowing more than two people on a PC.  All discs must be scanned for viruses before they are used on a library PC.  COMPLIANCE WITH LIBRARY POLICY AND GUIDELINES 
The Library reserves the right to terminate a PC session that disrupts library services or that involves patron behavior that violates this Acceptable Use Policy, and/or the Library’s Code of Conduct which is posted in the entrance lobby.  Violation of the policies and regulations that govern the use of the Library’s PC, Internet or other resources may result in suspension or loss of privilege to use these resources.  Illegal activity involving the Library’s computer or Internet resources will be subject to prosecution by the appropriate authorities; by use of the Library’s computer or Internet resources, the patron agrees to allow all files and related information on the computer to be used by law enforcement personnel in the prosecution of a crime. Portions of this policy are courtesy of Princeton (N.J.)  The Gooding Public Library provides unfiltered wireless Internet connectivity offered as a service for users with Wireless enabled laptops.   This service is not to be used as a permanent connection.  Wireless patrons may be asked to present a library card, either from the Gooding Public Library or another library in the Gooding Reciprocal area. By choosing to use this free wireless service you agree to abide by the Library’s Acceptable Use Policy that prohibits abusive or illegal activity while using the Library’s Internet service.  This policy can be found on the Library’s website:

It is the responsibility of the user to understand this Acceptable Use Policy and his/her obligation to refrain from viewing inappropriate websites, spamming or any illegal activities
. Use of the wireless network is at your own risk and the Gooding Public Library is not responsible for any damage that may occur to your computer while connected.   LimitationsWi-Fi is less secure than a wired network.  Signal strength may vary in the building.  There is no printing capability. System RequirementsYour laptop must have a wireless network interface card (NIC), 802.11b standard as well as a charged battery. Tips:If you cannot get a connection try the following:  make sure your wireless card is inserted; refer to the manual for the wireless card; check that the network settings for your card are set to “obtain an IP address automatically;” try to stop/start the card or even reboot your computer. Learn more about wireless at www.linksys.com.  Use the “Educate Me” button at the top of the page.  Frequently Asked Questions What is Wireless Internet and what do I need to use it?You need a Wireless enabled laptop to use this Wi-Fi access point.  Many recently purchased laptops are configured for a Wireless Internet and some come equipped with a wireless card.  Otherwise you will need to purchase a Wi-Fi capable network card ($50-$90).  Wi-Fi uses a 2.4 GHz microwave radio signal to reach through walls, floors and ceilings just like a cordless phone. Access points have a network name called an SSID (service set identifier).   How does it work?Wireless access points are located throughout the library.  These points communicate with your wireless device.  You should be able to connect almost anywhere in the building and on the grounds.  A message will appear on your screen indicating a wireless network is available when your wireless network card senses a signal.  What software is needed?Many Wireless Internet laptops will automatically find the Wireless network and automatically configure the Wi-Fi network card to XXX.  Windows XP contains software in the operating system to automatically find Wireless networks within range of the laptop.  If your laptop has trouble finding the network, it could be a problem with the network card configuration information or with the software.  For software problems you should consider downloading a free utility from Boingo (http://www.boingo.com/download.html?windows) that will find Wireless networks.  You don’t have to subscribe to the Boingo service to use the free utility program.  What can I do from this access point?The Wi-Fi access point allows you to connect your laptop to the Internet at broadband speeds.  Through this connection you can surf the Web, access the library catalog, conduct Instant Messenger conversations, and check your email.  Many Internet Service Providers (ISP) offer Web-based email for situations when you don’t have direct access to your ISP account.  Check with your ISP to see if they have a Web-based email for sending and receiving emssages.  Users are expected to follow the Gooding Public Library’s Acceptable Use Policy when using this Wi-Fi connection. 
Are radio signals safe?

Are my data or e-mail secured?
Wireless transmissions, by their nature, can be intercepted very easily.  The transmissions in and out of your laptop over a wireless network can be easily captured and/or read.  If your data are not encrypted when they leave your computer they are not secure.  It is recommended that you do NOT use this Wireless Internet for secure transactions, such as banking, investments, or even proprietary information.  More authoritative information is available at   http://www.wififreespot.com/faqs.html. 
Can the library staff help me configure my computer? 
You are responsible for knowing how to configure your own equipment. Please be advised that:  Due to insurance limitations and warranties, library staff members cannot configure your laptop or install PCMCIA cards.
 The Library assumes no responsibility for any alterations or interference with a laptop’s configuration, operation, or data files resulting from connection to the wireless network. Virus and security protection is the user’s responsibility. The Library assumes no responsibility for damage, theft, or loss of any kind to a user’s equipment, software, data files or other personal property brought into or used at the Library’s facilities. The Library cannot guarantee that the service will be available at any specific time nor can the Library accept reservations for wireless access. 
The connection shall not be used for illegal or time-consuming commercial purposes. 
Patrons shall defend, indemnify and hold the City of Gooding, its officers, employees, and agents harmless against all claims, actions, and judgments based upon or arising out of the patron’s use of Library wireless connections.   

Access to Public Records

The Gooding Public Library will comply wil all state and federal laws dealing with public records.  The current circulation system retains no long-term records of patron's borrowings.

The library director shall:

     Be the sole designated contact person for all public record requests.
